Eduardo Castillo Herrarte, 33, was arrested by Immigration and Customs Enforcement agents about 4 p.m. yesterday at Lemon Grove and Golden avenues in the city of Lemon Grove, according to San Diego police.

The arrest came after police released a composite rendering of the suspect on Feb. 15.

The next day, a female Pacific Beach resident who in 2005 reported seeing a peeper in the area contacted detectives and said she had a photograph of the suspect, who resembled the image released by police, SDPD spokeswoman Monica Munoz said.

The person in the photograph was identified as Herrarte, who was interviewed by detectives following the 2005 incident, but not arrested, Munoz said.

The witness also told investigators she had seen the suspect in the area as recently as two months ago, according to Munoz.

Investigators determined Herrarte had been deported at least twice, and ICE agents arrested Herrarte yesterday on suspicion of immigration violations, which enabled investigators to photograph him and show the Pacific Beach victims an updated picture, Munoz said.

Herrarte was being held at the Metropolitan Correctional Center on an immigration hold. The District Attorney's Office was preparing charges against him, Munoz said.
