SAN DIEGO - Emergency operations personnel are not adequately prepared to evacuate citizens in the event of a tsunami or nuclear disaster at a San Diego naval base, according to a grand jury report released today.

The San Diego County grand jury recommended that the Sheriff's Department and the mayors and city councils of Chula Vista, Del Mar, National City, Coronado, San Diego, Solana Beach, Encinitas, Carlsbad and Oceanside install emergency signage along the San Diego coastal corridor, directing citizens and visitors to safety in case of a tsunami emergency.

Coastal communities should find funding sources for the installation of warning sirens for an imminent, devastating tsunami, the grand jury found.

The grand jury also recommended that the San Diego County and City Unified school districts develop a course for middle and high school students to include the investigation of geological forces and effects of underwater earthquakes that might trigger a tsunami.

The grand jury also recommended that the mayor of San Diego and the City Council require that the city address the addition of the San Diego County's 800 Megahertz Communications network into their emergency communications systems.
