PHOENIX - Organizers of an April march for immigration reform that attracted 100,000 people are planning a rally at the state Capitol in September because of what they say has been government inaction.

"We're going to return not to the streets, but to the symbol of our state government," said Roberto Reveles, president of Somos America, or We Are America, one of the groups that organized the pro-immigrant April march, which coincided with other large demonstrations throughout the country.

"This is our house," Reveles said during a news conference on the lawn of Arizona's House of Representatives. "We're going to be in our house demanding our state representatives look out for the well-being of all the residents of our state."

The rally also will be a call for government officials to address the immigration issue on a national level, officials said.

"We hope this day of action will be a call to Congress to stop fooling around," said state Rep. Kyrsten Sinema, D-Phoenix. "We will take the opportunity to recognize and honor the 12 million workers who are here in the United States working every single day, and unfortunately, are not recognized for that labor."

The U.S. House passed a bill late last year that would make it a felony for illegal immigrants to be in the United States. The Senate, backed by the president, passed a bipartisan bill that would increase border security but also provide a path to citizenship for the estimated 12 million illegal immigrants in the country.

But so far, the House and Senate have been deadlocked on reconciling differences between the bills.

House Republican leaders have begun holding immigration hearings, but Reveles said the hearings do not show action by Congress.

"Congress is holding dog and pony shows all over the country," he said.

Phil Austin, president of the Mesa Association of Hispanic Citizens, said it's time for reform.

"As Victor Hugo says, 'None of the armies on Earth are as powerful as an idea whose time has come,"' Austin said. "That idea is immigration reform. We must have that reform."
